It's just a show. "Oh. My goodness. Someone fainted. Give them some room, here's a bottle of water." He did this many times over the course of his campaign, sometimes using the exact same words. It's just a ploy to make him look like a regular joe who cares.

there really was a person down, I was about 20 feet away. During the 2-3 hrs our ambulance service had 12 transports, it was insane... too much drama!
