Hi Mike, one way to to program a microchip is to use one of Microchip's programmers; I use PICkit2 along with their free IDE, MPLAB. The microcontroller is attached to a debug board which connects to the PICkit2 programmer which is connected to the PC via USB. You can use MPLAB to flash your program onto your microcontroller this way.
Unfortunately, getting started with something new is always the hard part but go ahead and google PICkit2 and have fun! I hope I answered your question.

Its called a PICkit 3. If you want to get into this stuff, go to radioshack and buy "What is a microprocessor" it may cost a lot ($80), but thats how I got into it, 6 months ago.
Read the book and do all the tutorials with it, and you'll be good to go.

alright im a noob when it comes to microchips because i never messed with one well here is my question how do you hook up the microchip to your PC to download codes on to it

Just Google "free pic code" or go to Microchips site. They have a lot of example code. The piclist at MIT is supposed to be the largest repository but it seems difficult out how to use it.
