Burner tops are touchy, I could be the air shutters are not adjusted correctly, less air mixture could do the trick, but be careful not to close the shutter down too much.
lightly blow on the burner at the spark when trying to light a burner that might help too.
Best "fix" is to rotate each of the caps while pressing down; and, sometimes, laying a dishrag over the burner solves the problem. No two days are alike, however.
No, it looks like he only turned on one burner and left it on the start-up mode... what an idiot

The blowing trick works on the left-fwd burner, but it doesn't have the "clicking curse."

Sometimes that works. Most often, not.
