nah.. i play bass and that is an acoustic bass, the fretboard length is ~20 frets and it's in the same octave, body size and neck thickness are a matter of preference
frets dont have anything to do with what kind of instrument it is.. im gonna buy an ukulele in a week or so that has 19 frets.. does it make the ukulele a guitar?NO!
frets and bodysize are a matter of preference. but its the length of the instrument that counts. a regular bass has a 34 inch scale. a SHORT bass has 30.
but i looked closer at the instrument in this video, and i gotta say you'r right. it looks like a short scale bass.

its a bass UKULELE!
look how tiny it is compared to a acoustic bass guitar..
both body and the neck are much smaller..
