Always! It just usually gets called an oligarchy or a monarchy. Russia and France are two good example.

the US was largely an oligarchy in the 60's. Notice just a few companies ran the show? There was pricing collusion with heavy government influence.

Yes, I do agree. Both parties have pushed us even further ever since. JFK stood in the way, no problem.
