Why is the driving wheel in the passengers side,
like th mail delivery vans postmen drive, it should
be in the left side of the car.
Is it safer to put handicapped drivers in the passengers
side for a drivers seat like the mail vans, instead of the
normal drivers seat side.

Because in New Zealand, Japan,UK and few other countries people drive on the Left side of the road and driver's seat is on the right!

Lot cheaper then having replaced your damaged shoulders or buying a full size wheelchair van!

All wheelchairs are equipped with the wheel brakes to prevent that sort of accidents!
