Participants at the hearing were Arlen Specter, Ted Kennedy, Hazleton Mayor Lou Barletta, New York City Mayor Michael Bloomberg, and Philadelphia Police Commissioner Sylvester Johnson. This part is the second of eight and contains opening remarks by Ted Kennedy.
