It was from Bronx Council on the Arts Grant writer that we were told back in 2001 of the "charity" scheme that eventually brought down a federal indictment for State Sentor Efrain Gonzalez. Casiano explained instead of jumping through all the hoops to become a non profit and its attendant fiscal reports, we should set the company up as a "charity" and that as a result we could receive and forward "donations". The Gonzalez scheme involved an arts charity in the Bronx where he would forward money to other agencies in a "ring-o-livio" pattern with a good percentage eventually ending up in his pocket.
