He's not lip syncing, Al Jolson had to be able to project his voice to the backs of a theater before they had voice magnification technology. He seldom needed a microphone at all.

What you saw was a film capturing Jolson
doing "Jolson" so Larry Parks could study
Jolsons body movements that he was famous for.
At the end of the song Jolsonwas somewhat annoyed that he had to perform for the film and just walked away from the camera.
Also there was no orchestra in the film room.
Jolson was moving his mouth to a recording
that he made earlier.
