I did some benchmarks of SC2 that I share in my next video - check it out. Now that I actually have SC2 to test, I can say pretty comfortably that a dual-core computer running at 2GHz or faster is recommended, and having a video card that is as fast as an Nvidia Geforce 8800GT is probably the minimum you want for medium graphic settings. Really- I think Blizzard's official requirements were pretty accurate.

Starcraft 2, wings of liberty, is completely independent of Starcraft 1. The only game that needs starcraft 1 is the expansion for SC1; aka, broodwars.(very old).
Upcoming expansions for for SC2 will probably require SC2: WIngs of Liberty, but will be sold for about $30, instead of $60.

There is a 'small' chance that it may not work because... 1.It may not fit. 2.Your Power Supply may stop working (forever) or become unstable. 3.Your motherboard may not be able to power the card and cause crashes.

@TheIcefang No, you will need a new graphics card at the very least and your CPU is barely acceptable.
I assume you have some sort of budget eMachines system. It probably has 3GB of DDR2 RAM, a 250-Watt (really 200W) power supply and a cheap motherboard.
You can either buy a new computer(!) or you can buy a new video card. If you don't want to make your power supply explode, the fastest video card you can use is an AMD 6670, but even that might kill your PSU if your PSU is too crappy.
