A very large crowd considering that people in Ontario haven't turned out for football games in a big way since the 1970s. University of Toronto used to get 26,000 fans a game way back in the 1950s, but it's been all down hill since then.
If you want a population that's into college football you have to go east to Quebec or Nova Scotia. College football is the #1 sport in Halifax, Nova Scotia. Toronto is possibly the worst football market north of Mexico so 31,000 is astounding.

Actually, considering it was a match up of two 7-5 teams, one from New Jersey and one from Indiana, 31,455 in a stadium that holds 50k isn't that bad. Last year, the game between Cincinnati and Western Michigan drew about 27k. More fans were on the Rutgers side of the stadium (the side my videos were shot on).
