I actually drive a volvo 244. and i know what the difference between the two, just being facetious about the purpose of thing.
it is as functional as the effing wing and the vortex generators. only at speeds of about 100 mph. so yeah, you are buying design and looks as much or more as any actual performance you posing little internet bench racer.

The Subaru Outback is assembled in Lafayette Indiana, USA with 60% of the Parts manufactured @ various Plants around the USA & shipped to the Subaru Plant for assembly.
The Drivetrain is manufactured in Japan and shipped to Indiana.

those scoops are functional!the move air through the intercooler which is on the top of the engine. The air going into the air filter is brought in through a intake through the grille.

Actually Subaru's hood scoops ARE for performance. They are indeed fully functionally and actually help the turbo. But you're right in that most other cars use scoops just for looks.
