There is no ranking in the worlds best mayors from my understanding, Mustafa kamal explained it himself, he said he was chosen out of few hundred mayors around the world to be in top three best mayors, that's it. He or MQM never said he is chosen no. 2, it was the media that spread the news with out any proof or explanation.
