"Yelv" is the correct standard pinyin spelling of "耶律". In older text using the Wades-Giles system, it would be Yeh-lu. I think this is a famous surname of a Qidan (Khitan) tribe, well known for their Liao empire, and later Xixia (Western Liao); later subjugated by Chingis Khan.
