Well, this video is old, now YouTube has 3 quality levels: Normal, High Quality (HQ) and High Definition.
HQ can be forced to play as shown in this video, HD not yet.
You can also force the quality playback via URL, add "&fmt=18" for HQ or "&fmt=22" for HD

no youtube automatically takes some of the quality off when a video is uplaoded. This video explains that you can choose to watch it in the original quality.
It doesnt magically make the quality better than before you posted it.
