I always use felt paper (roofing paper) before I start laying hardwood floor. However, I always screw the subfloor down, every 4 inches prior to laying the felt paper. If your floor is uneven in places, a good thing to use as a shim is just plain brick style roofing shingles, which does a great job for leveling uneven floors. You may want to consider self leveling cement too, if you have a lot of leveling to do in one area.
