I think it makes sence to locate it in North Korea, since it is a North Korean song and because North Korea looks much more exotic than South Korea.

@ComradeRed2020 I live in South Korea, it's actually very beautiful and the best place I've lived in my entire life. So much more interesting than 2 or 3 other places I've lived in the United States because of the culture, tradition, and the fact that I live in the capital which happens to be one of the top largest cities in the world, larger than NYC last time i checked. As for autocracy here, I won't say it's true or not, but honestly, no one cares about it the way I see it here
