[nitpick] In the last episode, they were waiting to hear about fostering Declan on Halloween - but didn't get the final go ahead until the next day (1st November) so how comes they're welcoming him to the family in October? [/nitpick]

yes it was a bbc programme.
thye have released 3 series but wont release the rest many of us have been asking them to release the rest so if you could do the same and ask more people to do so we would all my so happy :)
