A member of the Bajoran Resistance had placed a dormant virus on the station during the Cardassian Occupation of Bajor. It was meant to cause aphasia so the Cardassians couldn't effectively communicate when the resistance attacked DS9 / Tarak Nor. It was never tripped / activated by the Cardassians but was activated by accident by the Federation crew during their exploration of the station.

He was really saying bread actually, this is an episode in season 1 where the klingon bring back some kind of telepathic database that infects the senior officers and messes with there speach, they all start talking nonsense.
