It's probably to keep costs down. Instead of ordering a huge pile of metal, install it and then build a "garage" around it - like you do with a standard carwash - you order this instead. Plus, it's much smaller. So aside from being much more economical it saves alot of space. Especially in such a crowded place like Japan :)
