Have fun with them, find out the locations they setup radar traps and throw out roofing nails. Bag of nails is about $6.00 at Lowes. Cops tire about $150.00 each. Make the porkers pay.

It has nothing to do with a bad experience, it has to do with a bad economy. In difficult economic times, localities typically look to issue more tickets in order to increase revenue.
