Space shuttles are only dedicated to their missions. No shuttle is dedicated to anyone. Reagan dedicated the launch to the Afghan people, the same people we are supposed to be fighting for, not the Taliban.

The Taliban only governed Afghanistan starting in 1996 until 2001.
