Peace could have been maintained in Gulf War 1 if we hadn't been sucking oil out from under Iraq from within Kuwait over the previous few years. As a matter of fact, if it weren't for the Neo-cons and their refusal to deal evenly and fairly with non-whites, we probably could have saved enough face with Saddam to make the idea of Gulf War 2 look like a really bad national security move.

The deal with that particular blood thirsty dictator is that most of the West was somewhat enamored of Fascism. There were much more willing to deal with Hitler/Franco/Mussolini and their more or less "pro-business" attitudes than with the Soviets. Chamberlain was "appeasing" Hitler for a small handful of reasons. Not the least of wich was that Fascism at the time posed no threats to international markets.
