That means you can't connect to that server, or it's full.
Keep trying. It's hit and miss. On some days I can get in one on first attempt, other days I'll have to try as much as 10 times.
Sometimes it's caused by a bug though. To 'fix' it play the Tutorial until the guy on the radio says 'at ease' after you capture the second flag after driving the tank. Then pause, exit the tutorial, and try again to connect. Hope it works out well.
