Sorry it's taken so long to reply.
You need to have the weather machine. It's an Aspirations Reward object. It lets the Sims pick their weather. :)

Why couldn't it snow where I am this year?! Did it snow where you live? I got a windows 7 laptop. I'm using it now.

I do not know what kind of cat... it's just something that came with one of the games... a decorative object.
