The "smoking crack" is really on a section of highway that they have cut off and rerouted. It only lasts a couple of hundred feet, tops, with the rerouted section only covering maybe a half mile. This crack is still smoking and hot and the blacktop is scattered with spray painted grafitti about Hell, etc.
The whole town amounts to just a few cross streets to the 2 lane highway. There are a few curbs & sidewalks, some steps which go nowhere, & a few houses sitting oddly single on grids of a few streets with no other houses left. The empty lots are covered in grasses, plants and trees. There are a few cemeteries, most notably one right next to the dump which used to have a small church building, but the fire undermined the structure and they tore it down.
Actually, the game designers and later movie maker have publically stated that Centralia, PA was a major influence in their visualization/inspiration for Silent Hill. You can find it quoted in print in several publications. However, I've been to Centralia within the last year and these camera crews had to look long and hard to find enough "creepy" things to photograph. They want it to look like a wasteland, but really the whole "burned out" part is mostly centered around the town dump.

The Coal Seam Fire in Colorado started the same way. It turned into a major fire in Glenwood Springs Colorado.
