@washington19ful Against Kakashi he wasn't trying but he did have to keep his guard up in Shippuden because Kakashi got stronger. Against Sauske, despite him dead at the end of their battle, Itachi let Sauske kill him. Tobi claims so, that Itachi could have killed Sauske at anytime he wanted.
