Cheats:
To enable the developer console, go to the options and find the keyboard/mouse options. Enable the dev console. Once enabled, press ~ to bring down the console.

If this method does not work try the following:
In your Steam Games list, right click Left 4 Dead 2, select "Properties" then "Set Launch Options..." In that, type: -console
The console should appear when you start the game. First thing you should do is bind it to the ~ key (or any key of your choosing) by typing "bind ` toggleconsole"

Usually you must start a map through the console to use cheats, so type "map [mapname]" and enter.

Whenever you press T, a witch is spawned.

@jtYoungesnips Bind t "Z_spawn witch" makes the game create a Witch every time T is pressed. Z_spawn Witch just creates 1, so you have to type it in 10 times for 10 witches

So, most servers don't do that, so no.
