Otherwise you appear to accusing the policeman of corruption--of letting Mr Layton away with some illegal act involving underage girls because he was a city councillor. That's a very serious allegation. You are extrapolating your own conclusions about the officer's notes--to imply that the cops let Layton off of some kind of sexual assault charge.
