Lot of you may not want to hear this but Urumqi has that "modern western" look because the Han built those "modern skyscrapers" and modern buildings and those "modern" highways were built by the Han.
If not for the Han presence in Urumqi building the "modern Urumqi", a "Hanless" Urumqi would look something more like Kashgar.

@cableconnection6: 1) If China "released" Xinjiang, Xinjiang would NOT be "all Uighur". In fact due to ethnic distribution, Xinjiang would be split up along the Tian Shan mountains with a Uighur state to the south and a Han/Kazak/others state in the northern half.
