The city was under Martial Law, military rule by military authorities over designated region(s) on an emergency basis. The military was the police and the police carry weapons. Why is it so far fetched that the military would be carrying weapons? The city was in chaos - there was looting and rape and everything else you could think of. The military's mission was more than just bringing in water and food and helping people get out, it was also keeping the peace.
