@Platinumctr i mean why cant this CD be sold instead of NTSC, PAL, NTSC-J etc.

is not a single CD with the 3 versions, is a CD for change NTSC to PAL. or PAL to NTSC, but u must put CTR disc after.
I think u can buy it , but it have only the 0:10 until 0:48 after I put NTSC-J and this software make it PAL-J.
