加上呢個只不過係普通既speech, 唔係話 formal public speech or talk.

You failed to mention that "rubbish" is not only a noun but also an adjective. Since adverbs can be used to modify verbs and adjectives, "completely rubbish" can be grammatically correct. Just saying... =P

he is speaking in completely Chinglish 不可以. 因為 Chinglish 是名詞.

唐英年的 "I think that is completely rubbish..." 中的 rubbish 是形容詞. 某些人認為是錯, 是因為他們誤把 rubbish 當作是 noun, 而這個誤判相信是因為 rubbish 的形容詞和名詞都是一樣的拼法. 假若唐先生說 "I think that is completely absurd..." (完全荒謬) 就應該沒有那麼多爭拗了.

至於你的第二句, 按文法應該是 he is speaking in complete Chinglish, 又或者 he is speaking completely in Chinglish. 這兩個例子都有 "他全程只用中式英文來說話 -- 沒有用到中文或正式英文" 的意思. 若你原意是喑嘲他只懂說中式英文, 則第一個例句不用 in 較佳.
