I live in within San Diego County, and I have not heard anything about Blackwater being in Issa's district. But then again, anything is possible. Potrero is a rural area in the far East County of San Diego where Blackwater plans on 'moving on in'. I believe Blackwater has also hired lawyers from a MAJOR firm to get chummy with local politicians... something along the lines of that.
