I'd also suggest building a platform to raise the barrels up higher off the ground and setting them at the same level - you can double the water pressure flowing through your soaker hose that way (or add more overflow barrels beneath to increase your storage capacity).

I would suggest using 1 1/2" plastic pipe to link the two barrels together rather than the 5/8" garden hose you have - during heavy rain the small diamteter hose can't handle the flow coming off the roof and you loose water by overflow somewhere along the line.
