Limited resources? She was part of the most powerful and wealthy church known to man, it's nonsense to think she was unable to provide people proper beds and medical supplies. If Micheal Jackson was able to travel the world and fix up childrens hospice centers, then why couldn't the Vatican or Mother Teresa?
