Tolkein says that pipe weed is of a variety "probably of Nicotiana" but the whole pretense of the books are that Tolkein is translating Hobbit manuscripts, so it could be any plant, really. Nobody questions what the hell is in lembas, anyway. And it's fun to imagine that Gandalf is a stone-cold stoner, and that we have at least that in common with him and his world.
