CEBU, Philippines--Cell broadcasting is a common yet overlooked feature in today's mobile phones. A team of engineering students for La Salle Bacolod bagged the P500,000 top prize in the recent Smart SWEEP contest for a mobile application they created, which uses cell broadcasting to send disaster-related warnings to subscribers within affected areas. Everyone can RECEIVE broadcast messages but only those duly authorized persons can access the Cell Broadcast Broker and send broadcast messages. They are given specific usernames and passwords and all broadcast messages are logged in the broker.

so everyone can broadcast. This is a good idea to broadcast local calamities. My question is, what if some dimwit broadcast a hoax calamity and causes everyone to panic.
