Everyone can RECEIVE broadcast messages but only those duly authorized persons can access the Cell Broadcast Broker and send broadcast messages. They are given specific usernames and passwords and all broadcast messages are logged in the broker.

so everyone can broadcast. This is a good idea to broadcast local calamities. My question is, what if some dimwit broadcast a hoax calamity and causes everyone to panic.
