You cannot do this with a glass made from glass. It MUST be done with lead crystal and it's more expensive. It will also annoy everyone around you really quickly.

It's not true, that you need some special glass. ANY glass works, but you need to wet your finger. Hold the glass by the stem, and move your finger around the rim.
