Jay Hottinger, prior to Monday's afternoon meeting of the Ohio Controlling Board, explains his concerns about spending $25 million out of $400 million Ohio received for starting passenger rail service linking Ohio's three largest cities. Hottinger says his concerns revolve around Ohio Gov. Strickland's definition of the expenditure as not being part of the capital expenditure for the project and therefore not subject to a supermajority vote of the board that can only be achieved with bi-partisan support.
