ANA looks like some random person on the street with that Adidas style jacket, she should look more professional with a visual id badge, this could be the perfect plan for a scalper to go to random parking lot boot people at random and say give me $60 to take it off.

@MrSponge1985 They have the right to tow but it would seem they only want to discourage parking on their lots and not cost the person hundreds of dollars.

Walgreen's OWNS that land. They paid for it, they pay taxes on it. It's only reasonable they want it used for THEIR customers.
Just another person who thinks they can park anywhere. Well guess what! That parking lot is private property, so they can do as they please.
