This is i believe soon after the release of summoning, explaining the amount of people in the background, and jagex never tests updates which is why he could walk through walls.

actually if you look through the runescape client, there is a client side script called noclip where the client dumps all information of objects and there positioning out till the map region is loaded again. of course it only allows you to do this if you are a Jmod because of a server side script. this glitch was when jagex created the model for the wall that had it set for 1 space instead of the 2 its taking up
