The first one is Raja, the one that plays during the swingset segment is Boogeyman Boogey.

the dancing police cars are a glitch or the mod just fucked up the game?

it's a side effect of the mod. it only effects the cop cars that spawn as road blocks. the ones that are mostly white and have square lights.
