Sure it's Possible. This guy needs to use the same magnetic field to run a generator for the lighting
and guages.

The design he is working of will not grant perpetual energy.  If a loop is made, the field will collapse itself (being more attractive to the loop field, that it will not attract any outside forces). You can try this by observing magnets against a CRT or monitor, a loops of magnets will cause no disturbance on it.
