Is the balloon chuck the best way hold the escape wheel if the side with the pinion needs to be drilled and repivoted? I find it hard to hold the pinion and shaft with ought holding onto the pinion teeth.

I use a common Sony DSC TX and complete with imovie standard,

I did not repivot the pinion, I only cleaned carefully and removed the rust. But first I prepared this chuck for an true running. Another possibility would be to take apart the wheel from the pinion. I did not like that because we must secure the absolute true run like the original fit on.
