  • The 1894 act and the 1913 act has two completely different objects. The tax is not your Grandfathers tax Peter. Therefore your statement , "if they didn't have it then and they didn't get, they don't have it " , is a non issue because they didn't do it again.

  • As long as the vast majority of Americans accept that income tax is both legal and necessary for their country's survival the government will be able to continue it. Governments derive their just powers by the consent of those they govern. This was stated over 200 years ago by the founders of the USA and it is still true today. So if we want to end income tax we have to first get the majority of Americans to stop consenting to it.

    In regard to taxes "levy" and "lay" are nearly synonomous. But again, go ask the Supreme Court why they chosse that word. It makes no difference, the law say you are liable for the income tax.

  • "Lay" means to put or place and always requires an object to finish its meaning.

    Levy (from lever) is the action.

  • A later influence on the language of the law was Scandinavian in origin. During the eighth century, Vikings began raiding the English coast and eventually settled down. The English borrowed from these Scandinavians the most important legal word in the English language: the word law itself. Law derives from the Norse word for "lay" and thus means "that which is laid down."

    Levy:impose and collect.

    Lay:impose as a duty.
