Aya is also extremely strong, she avoided certain people's strongest attacks while taking pictures of them and wins fights on accident.

And what do Yukari, Cirno, Shikieiki, and essentially every other "strongest" being have in common? They've all lost to Reimu. (or Marisa where applicable)

And what about the strongest power? I'd say Flan's "power to destroy anything" is pretty good. Or the ability to bend time/space/reality or fate itself? Or...ya know...bringing humans good fortune...
