It's a mix. It's about the futility and meaninglessness of existence and about the uselessness of searching for purpose, but it's also about the failure and growing totalitarianism of the drug war. The book was more focused on the "tediousness of life" while the movie switches focus between the drug war and totalitarian laws that are consistently pointless and as you said, the "tediousness of life." Great movie and great book too.
