It is about the injustice of the weak and unable ganging up and looting the capable - the workers of a factory unionizing to bully the man who, with the brilliance of his own mind and the might of his own will, provides them jobs. Not only were you wrong, but your guess was exactly opposite of what the theme really is.

    The incapable/unable maples want what the oaks have- light. But instead of reaching the light by the most rational way, by growing (earning it), they band together and take what they want by force (legislation) without earning it. In the same way, those people who cannot provide for themselves (those with too many children, the unemployed, the lazy, the disabled, elderly, etc) demand money from those who earn more money.
