The "proper" way to do it is to attach the cube to the center part where the bases of the fingers meet and release it when the cube is in the deepest point underwater, using the hand thingy as a slingshot. Water pressure shoots the cube up all the way to the tube.
You may have to repeate that several times to get all the balls since the cube falls back down, but it still gets most ball into the tube
